The National Weather Service said a "potentially record-breaking push" of Arctic air will bring wind chills as low as minus 40 degrees to the Northern Plains and Great Lakes areas by Wednesday. But forecasters warned the most unsafe weather is yet to come: frigidly low temperatures that the region hasn't seen in a quarter century.

"If travel is planned across the area this afternoon and evening, motorists should be prepared to encounter snow-covered roads, and slow travel conditions", the Chicago office said.

According to the Weather Channel, the cold Arctic air will leave Minneapolis, Chicago, Detroit, Des Moines, Iowa and the Ohio Valley facing subzero temperatures as low as -29 degrees Celsius, nearing or dipping below seasonal temperatures in much of the Arctic itself, including Greenland, northern Canada and Alaska.

These unsafe temperatures are not entirely unexpected but they could be indicative of a trend that is becoming alarmingly common during the winter: a "polar vortex". A reinforcing front will bring some light fluffy snow or flurries Tuesday night into Wednesday morning, followed by a bitterly cold and breezy day on Wednesday.

Courthouses and most offices were closed in Milwaukee, Waukesha, Columbia and Washington counties, while more than three dozen flights were cancelled early Monday at the Milwaukee area's largest airport, Mitchell International Airport.

Wisconsin Gov. Tony Evers declared a state of emergency and activated the National Guard. The stadium said tours, the Packers Hall of Fame and other related businesses were closed Monday.
