UNC remains open through preparation for Hurricane Florence

The governor of neighboring North Carolina ordered an evacuation of the Outer Banks, a popular tourist destination, and parts of coastal Dare County, while a state of emergency was declared in Virginia.

Hurricane Florence is expected to bring potentially catastrophic winds, flooding and storm surge. Its projected landfall is "still fluctuating depending on which models you look at".

Most other reports are using the word "catastrophic", in keeping with how the National Hurricane Center describes a Category 4 hurricane: "catastrophic damage will occur".

"Pretend, assume, presume that a major hurricane is going to hit right smack dab in the middle of SC and is going to go way inshore", McMaster said at a press conference. "And when it hits the Gulf Stream in warmer water, it's going to [intensify] even more". "But we're willing to suffer some inconvenience".

USA landfall could come Friday between Charleston, South Carolina and Norfolk, Virginia, the Hurricane Center said.

In Virginia, mandatory evacuations begin 8 a.m. Tuesday for residents in Hampton Roads and Eastern Shore, Virginia, Gov. Ralph Northam said Monday.

He said: "They are getting ready".

"We are in the bull's-eye", North Carolina Governor Roy Cooper told a news conference. That storm killed as many as 3,000 people and left the entire island without power for weeks and in some locations months.

Freshwater flooding is to expected across the Carolinas and into the Mid-Atlantic States as rainfall in excess of 20 inches will be possible.

At 03:00 GMT Issac was about 2 100km east of the Windward Islands - a region still recovering from last year's powerful Hurricane Maria - with winds of 120km/h.

Coastal residents should be prepared to evacuate if and when local officials issue evacuation orders.

Amtrak is also waiving fees for travelers and said it will accommodate customers on other trains.

As meteorologist Stu Ostro of The Weather Channel reports via Twitter, since 1851, only four Category 4 hurricanes have made landfall north of Florida on the East Coast.

The hurricane is generating swells that are already affecting Bermuda and the U.S. East Coast. "They know where to go to stay high and dry and are probably in better shape right now than most of us humans who are scrambling with final preparations".
