The first effects were already being seen on barrier islands as risky rip currents hit beaches and seawater flowed over a state highway.

As of Monday night, the president had not yet declared a state of emergency in Virginia, which is also expected to receive damaging rains and winds after the storm makes landfall. This map does not indicate the hurricane's size, but it does show the hurricane's current projected path.

Larger hurricanes like what we saw past year in Houston, Florida and Puerto Rico are the new norm, and Hurricane Florence looks like it will continue that trend. "We just don't do that", he said. With winds of up to 150mph forecast, Florence will likely fell tree limbs and trigger power outages.

Some strengthening is expected during the next 36 hours, and Florence is expected to be an extremely unsafe major hurricane through Thursday.

Schools in 26 of the state's 46 counties were to close from Tuesday.

Some forecasts call for Florence to stall out after it strikes the coast.

"There will be prolonged and exceptionally heavy rainfall event as this gets inland", said Feltgen.

"We know this evacuation order I'm issuing is going to be inconvenient", McMaster said of the decision, which affects over 1m residents.

If it makes landfall as predicted, Florence could become the northern-most Category 4 hurricane to hit the USA since records were first kept in 1851. "But on rare occasions, the steering patterns can line up such that a storm slips into a dead zone between troughs and ridges".
