Korean Leaders to Hold Summit Next Month in Pyongyang

The North Korean proposal for minister-level talks followed South Korean officials' indications that the third meeting between Moon and Kim could take place before fall, possibly late this month or early next month.

"Many issues will be raised (at the meeting), but I think any problem can be resolved with that mindset", Cho added.

The high-level inter-Korean dialogue started at 10 a.m. local time (0100 GMT) in Tongilgak, a DPRK building in the border village.

"It is a different story than US-North Korea, which seems to have become bogged down, " said John Delury, an assistant professor at Yonsei University in Seoul. What should be noted is that North Korean leader Kim hopes to meet Moon while maintaining such a position.

Both parties spoke about North Korea's nuclear disarmament efforts and worldwide sanctions, but provided few other details on the meeting.

During the high-level talks, the two Koreas sincerely discussed issues to actively implement the April 27 agreement while reviewing the implementation to date, the joint statement said.

Pyongyang saw a second inter-Korean summit in 2007 when Roh Moo-hyun also met Kim Jong-il.

By contrast, Secretary of State Mike Pompeo seemed to come away empty-handed from a trip to Pyongyang following the June Singapore summit between President Trump and Kim, with North Korea blaming his "gangster-like mind-set".

They met again in May in advance of Kim's summit with US President Donald Trump in Singapore.

The two Koreas agreed to hold the reunion of Korean families separated across the heavily-armed border since the 1950-53 Korean War ended with an armistice.

"The September summit can be viewed as North Korea's strategy to find a breakthrough in its stalled talks with the U.S.", said Asan Institute of Policy Studies analyst Go Myong-hyun.

Experts say Moon could try to act as a mediator between the U.S. and North Korea, having salvaged the Singapore meeting when Trump abruptly cancelled it.

The ministry official said that the government plans to report its probe results on the alleged illegal shipments to the UN Security Council's sanctions committee as early as this week, adding the US has already been briefed on the matter.

The summit meeting, if held, would mark the third of its kind between the two Korean leaders following their face-to-face meetings in April and May.
