Children found at home in California were 'tortured for sadistic purposes'

Police said earlier Monday that the 10 children had been removed from the home March 31 after Rogers reported her oldest child was missing. The boy was asleep under a bush in the yard of a nearby home.

"It literally breaks your heart, and you're outraged by how a parent or anyone could commit those acts", said Sharon Henry, chief deputy district attorney for Solano County, in a Monday afternoon press conference.

A man pleaded not guilty Monday to charges of child abuse and torture after he was arrested Friday following an investigation that began in late March, Solano County prosecutors and Fairfield police said.

The investigation revealed a long, continuous history of emotional and physical abuse faced by the children.

The children were taken into protective custody by Solano County Child Welfare services and then placed in the care of other family members. Nearly a week later, Jonathan Allen, the father of most of the children, was also arrested a charged with nine counts of felony torture and six counts of felony child abuse.

David and Louise Turpin previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn global attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January.

His bail was increased by Commissioner Robert Q. Warshawsky from $1.5 million at the time of his arrest to $5.2 million.

The mother, 30-year old Ina Rogers, was arrested and booked into Solano County Jail for child neglect the same evening. "I strive and pride myself on being a good parent to my children. He looks like a scary individual, and that's why people are so quick to judge him", Rogers said.

Aleida Quartman, 23, who said she works with Rogers, said she spoiled her children and the messy house was just life with children, cats, a dog and fish.

She described herself as an "amazing mother" and her husband, Allen, as an "amazing person".

The children did not require medical attention when they were removed.

"There's no broken bones, there is no major scars, nothing", Rogers told reporters in front of her house.

"This is absolutely appalling", Rogers told reporters from the doorway of her Fairfield home, according to KGO. Kids get rebellious and that's all that happened, ' Rogers said.

Rogers stated the youngsters slept in a single bed room as a result of they have been shut; cots have been saved in a bed room closet.

Rogers said the home's condition was a result of her "tearing up" the house because her son was missing. "The children who were interviewed talked about the incidents, which went back several years".

They were "living in squalor and unsafe conditions", authorities said. "I work graveyard." Rogers said.

Rogers said she feels the family is being judged for having so many children and choosing to home-school them.

"We're in the process of making the decisions to file the appropriate charges", she said. "However I do not know how one can hold it quiet when you could have 10 children".
